Scientific maintenance for the Strategy of the animal husbandry development at Russian Federation

Abstract. To present the role of science in the country’s economy development, the possibilities of the Russian agro-industrial complex in solving the problem of food independence are shown on the example of government approach for providing of meat products to the population. According to our estimates, in 2021 it was produced the products on 1683.5 billion rubles by the meat industry of Russian Federation, the meat was imported on 96.2 billion rubles, and the import dependence of the domestic meat market (in value terms) decreased to 5.7%. In 2010 these figures were 683.5 billion rubles, 171.1 billion rubles and 28.0%, respectively. During the implementation of the “Strategy of the animal husbandry development at Russian Federation for the period up to 2020”, the lack of meat products in the diet of our population was completely eliminated, while in 2021 domestic meat producers provided 107.3% of the needs of rational nutrition standards and the share of domestic producers at meat market reached to 95.9%. The import dependence on meat products at our country is within acceptable limits and amounts (in natural terms) to only 4.1%. Optimization of the industry structure and intensification of animal husbandry on the basis of the latest achievements provided by agricultural science in short term ensured the market saturation with meat products in the required assortment and created prerequisites for the cost-effective management of all industries.

Rural local economy as a shock absorber of contradictions in agrarian dynamics

Abstract. In agriculture in Russia, there are multidirectional trends that generate contradictions. For example, between the growth of output and the absence of even simple reproduction, between the introduction of advanced technologies and the aggravation of rural unemployment problems. The rural local economy (RLE) is considered as a means of their systemic solution. It is compared with large agricultural organizations and agricultural holdings. A number of advantages of the rural local economy have been identified, which make it possible to mitigate the negative impact of contradictory trends in agricultural dynamics on the Russian countryside and to stop possible risks. The endogenous nature of the SLE is emphasized, which is of particular importance given the complex geopolitical situation and the need to mobilize internal sources of growth. The conclusion is made about the need for priority development of rural local economy as a way to resolve many socio-economic problems of agrarian Russia.

Agricultural management models

Abstract. The article indicates that, depending on whose interests are put at the forefront, it is possible to talk about political-conjunctural, economic-centric, ecological-centric and homocentric models of agricultural management. In the absence of a comprehensive management model, it is necessary to state numerous and acute conflicts of interests - the state’s goal of increasing agricultural production may meet resistance from environmental organizations, the interest of agricultural workers in wage growth is not expected to find a response in terms of commercial goals of agricultural producers, because it leads to an increase in costs, etc. The target settings of each interested group should be considered not in isolation, but in a comprehensive manner, within the framework of the four-component management model proposed by the authors, implemented not only on the internal management circuit (micro-level, regional agrosystems), but also on the external management circuit (meso-level – agriculture of the country, macro-level – global agrosystems). The alignment and coordination of the interests of all parties is proposed to be achieved through the implementation of a program of public investment in the country’s agriculture.

Current status of pork exports and growth prospects

Abstract. The article analyzes the composition, structure and directions of pork export. The export profile of key exporting countries is presented. Key importers, market share, the structure of the commodity nomenclature for pork are established. Inter-regional production differentiation and business consolidation are revealed in this segment. The key problems hindering the growth of Russian pork exports on the international market have been identified. Recommendations for expanding the geography of deliveries for further diversification of risks are proposed. Perspective directions of export development are listed.

Food security in the sphere of potato consumption

Abstract. During the period of implementation of the State Program for the Development of Agriculture, indicators characterizing food security in the field of potato consumption have decreased and are at a level below the standard. The level of self–sufficiency of the population with potatoes decreased from 96.4% to 89.1% with a threshold value of 95%, economic accessibility - from 104.4% to 93.3% with a threshold value of 100%, and its consumption per capita per year - from 94 to 84 kg with a rational nutrition rate of 90 kg. This problem arose as a result of a decline in potato production from 24.0 to 18.3 million tons and an increase in its imports from 763 to 1016 thousand tons. The reduction in the gross potato harvest in Russia is due to a sharp decline in its production in households, although they still remain the main producers (63.9%). In order to reach the threshold values of food security indicators, it is necessary to increase potato production to 21.7 million tons, or increase by 18.6% compared to the achieved level. It is possible to increase its production only through the development of potato growing in agricultural organizations and farms with state support. This will be facilitated by the use of modern potato cultivation technologies, improving seed production and improving the quality of seed material, developing a potato storage base in the places of its production, creating consumer cooperatives, reducing import dependence as a result of the development of domestic breeding and agricultural engineering.

Key problems of the risk management system in agricultural companies

Abstract. The article clarifies the list of key problems of the risk management system in agro-industrial companies, which are related to the practical quantitative assessment of the level of economic risk. Such objective problems include: the impossibility of an accurate assessment of the probability of an adverse event; narrow competence of risk managers, which does not allow to see all dangerous factors; the dynamics of the dangerousness of risk factors, which is manifested in the dynamic variable of the probability of the occurrence of adverse events. The presence of these objective problems makes the methods of quantitative assessment of risks in commercial organizations more academic than practical. These problems explain the rarity of the profession of risk managers and risk assessment systems in agro-industrial companies. Exceptions are considered, when the probabilities of the occurrence of adverse events are determined in practice, but this mainly applies to insurance organizations or does not apply to socio-economic systems. Expected losses are considered as an indicator that directly (and not indirectly) allows determining the level of economic risk. Their value is defined as the product of the probability of the occurrence of an adverse event by possible losses. Other indicators of quantitative assessment are indirect and do not allow to adequately determine the level of the corresponding risk. The use of indirect relevant indicators in business plans is considered rather as a formalism.

The expansion of food exports of the Russian Federation depends on the use of abandoned land

Abstract. The relevance of the subject of the study is due to the need to introduce abandoned agricultural land into economic circulation in Russia. The article provides a calculation of the possible terms of involvement in the turnover of land in the context of federal districts and the most problematic regions. Significant periods of development of abandoned agricultural lands indicate the need to change approaches to solving this problem. The article provides a theoretical justification for the expedient use of part of the rental income received from food exports to finance measures to involve unused land in agricultural turnover. Proposals are formulated for the possible allotment of land plots to distinguished participants of the SVO.

Highlights:

- it is possible revival the class of landowners, initiative owners by allotting land to distinguished participants of SVO.

Abstract. The article provides a list of countries with the highest greenhouse gas emissions affecting weather conditions. An algorithm for finding an estimate of the resulting function, depending on many factors, on the statistics of the grain market of the Russian Federation is presented. The algorithm is used to analyze the grain market of the Russian Federation. The statistics of producer prices and consumer prices for food in Russia, the EU and the USA in the 4th quarter of 2022 are compared.
